This is simply hog wash and I hope no one falls into this. There is no-way you can pay your way to the top of an organic search. I see they cover their butt in a disclaimer by saying "You understand that some search engines or directories listed may not accept your website for no reason, or may need up to 6 months before they can include your website." Duh...
The best way to the top is link building and social networking.
